Preheat your oven to 350°F (175°C).
In a large skillet over medium heat, brown the ground beef along with the chopped onion and minced garlic. Cook until the beef is no longer pink and the onion is translucent, about 5-7 minutes. Drain excess fat if necessary.
Add the uncooked rice, beef broth, cream of mushroom soup, Worcestershire sauce, salt, pepper, and Italian seasoning to the skillet. Stir until well combined.
Incorporate the frozen mixed vegetables into the mixture and stir until evenly distributed.
Pour the beef and rice mixture into a 9x13-inch baking dish, spreading it evenly.
Cover the baking dish with aluminum foil and bake in the preheated oven for 20 minutes.
After 20 minutes, remove the foil and sprinkle the cheddar cheese and mozzarella cheese on top of the casserole.
Return the dish to the oven and bake uncovered for an additional 10 minutes, or until the cheese is melted and bubbly.
Remove from the oven and let sit for a few minutes before serving.
Feel free to substitute ground turkey or chicken for a lighter option. You can add different vegetables based on your preference or what you have on hand. Leftovers can be stored in an airtight container in the refrigerator for up to 3 days.
